Tender scope: 1. Implement a hybrid multi-cloud architecture to migrate the full range of services of the Taxation Portal to a public cloud environment, complemented by on-premises backup and cloud-to-on-premises integration mechanisms, thereby enhancing system availability, scalability, and fault tolerance. 2. Develop intelligent, on-demand web features that dynamically present popular services, seasonal topics, and role-based service content based on website user behavior, service usage statistics, and contextual rules, enabling the public to quickly access the tax services they need and improving website usability and the overall government digital service experience. 3. Implement an AI-powered customer service assistant for website navigation and operation, providing real-time consultation and service guidance through natural-language interaction. The assistant will help users quickly locate the appropriate service pages and understand relevant procedures, thereby improving service accessibility and efficiency while reducing customer service response times. 4. Separate the EIX applications used by external agencies from those used by the Taxation Portal, and optimize the related functions to reduce the risk of cross-system impacts and ensure the stability, integrity, and security of data exchange.
