I. In accordance with Article 48, Paragraph 2 of the Procurement Act, this tender opening is not limited to three vendors.II. The above budget and procurement amounts include value-added tax (VAT). The budget and procurement amounts excluding VAT are NT$337,295,238.III. The bid deposit for this procurement project is NT$12.25 million (including VAT).IV. The performance bond for this procurement project is NT$29.76 million (divided into four bonds, each worth NT$7.44 million) (including VAT).V. If the tendering agency is unable to operate due to unforeseen circumstances on the bid opening date or the notification date for awarding the contract as specified in the tender announcement or tender documents, the same bid opening or awarding date on the next working day shall be used instead. If both a bid closing date and a bid opening date are specified, and the bid closing date is postponed due to agency closure, the bid opening date shall be postponed according to the time interval between the two dates. VI. No written tender documents will be provided for this project; electronic tendering will be used. Please download the electronic tender documents from the "Government Electronic Procurement Network" website: http://web.pcc.gov.tw, and attach a written list of the electronic receipts to your tender envelope.VII. Tenderers submitting electronic tenders must attach a written list of the electronic receipts for this tender to their tender envelope. Failure to do so will be handled in accordance with Article 50 of the Procurement Act.VIII. [Method for paying the bid deposit]: The bid deposit shall be paid by promissory note, cheque, or certified cheque issued by a financial institution. Please write "Taiwan Power Company, General Construction Department" in the payment column of the cheque. For bid deposits made by manufacturers using irrevocable letters of credit issued or confirmed by banks, written joint guarantees from banks, or joint guarantee insurance policies from insurance companies, the validity period must be at least until February 26, 2027.IX. [Other]: Bidding documents from manufacturers should be mailed or delivered in person to the 5th Floor, No. 21, Jinglong Street, Wenshan District, Taipei City (Construction Section, Comprehensive Construction Department) before 17:00 on September 29, 2026. Late submissions will be invalid. Manufacturers are requested to send representatives to the designated bid opening location at the time specified in this announcement, in order to provide explanations, price reductions, price comparisons, and negotiations in accordance with Articles 51, 53, 54, and 57 of the Procurement Act. If a manufacturer fails to send representatives by the bid opening time, the company will immediately notify the manufacturer by telephone within 30 minutes in accordance with Article 60 of the Procurement Act. Failure to attend or inability to be contacted for other reasons will be considered a waiver, and the process will be recorded in the relevant records.
