1.This public bidding is a segmented bid opening. Qualifications, specifications and prices are bid in one bid and opened in segments. Qualifications and specifications are combined and opened in one segment. Those who meet the qualifications and specifications will be notified of the opening price bid. The bidder shall seal the envelopes for each section of the bid and mark them containing the qualification bid, specification bid and price bid. The completed workpieces and bidding documents must be sent to our office before the deadline for bidding.2.The bidding company must have the ability to perform high-speed flame spraying, atmospheric plasma spraying, and non-destructive testing X-ray testing, and submit the manufacturing process specified in the bidding documents. (Contracting qualifications)3.The finished blades of this contract will be actually used in the high-speed or high-temperature rotation environment of the power plant turbine, so the contracting capacity of each bidder must be evaluated during the contracting capability verification stage to ensure that the winning bidder meets the requirements of the firm. Equipment operation capability verification: (a)Use the high-speed flame spraying equipment provided by the Institute to conduct blade spraying simulation operations, including blade spray path writing, spray soldering powder delivery volume verification, providing (1)blade spray path program header and end, (2)adjusting the powder feeding equipment according to the powder feeding volume specified by the Institute, and reviewing whether the powder delivery results meet the requirements of the Institute; (b)For leaf flaw detection operations using the existing real-time X-RAY non-destructive testing equipment in the forest area of the Institute (blades provided by the Firm), the bidding vendor must provide (1)a pre-test preparation report (test plan, test location and scope, test purpose), and (2)image interpretation and analysis report (test results, image annotation and comparison, and judgment results). Before conducting the operation capability verification of the above two equipment (high-speed flame spraying equipment and real-time X-RAY non-destructive testing equipment), the bidding manufacturer must first provide the equipment operation procedure manual, and the operation procedure can only be operated after the operation procedure is approved. (Contracting Specifications).4.Sum of Price NT$48,988,126 (incl. tax)5.Overdue Fines: For work after the second batch (inclusive), a fine of 1/1000 of the amount of the batch will be imposed for each overdue day.6.Payment term: (1)The contract amount will be paid by telegraphic transfer against the Contractor’s signed commercial invoice after TPC’s each acceptance.(2)The Payee shall be the Contractor. The Tenderer shall provide his banking name, address and account number together with the tender. The relevant banking charges incurred from remittance shall be borne by the Contractor.(3)Any deductions or penalties will be deducted from the payment.7.Bid Bond: NT$ 1,400,000 (100% to be paid by check or T/T).8.Contract termination: In order to avoid delaying the power plant overhaul schedule and affecting the stable power supply, if the work fails to pass the acceptance inspection of each batch and is not corrected as required within 10 calendar days, the company will notify the winning bidder in writing to terminate part or all of the contract, and the winning bidder will not be compensated for the resulting losses, and the performance bond will not be returned. 9.One copy of most recent business tax certificate or income tax certificate.10.The Chinese version of the procurement specification is the standard in the event of any discrepancy between the Chinese version and the English version of the procurement specification.
